Peplum & Ruffled Top
I used the Simplicity 1699 as my base pattern but I altered it by lowering the neckline, making a ruffled pattern for the neckline, changing the sleeves, adding volume to the peplum (6x the volume) and then dying the fabric to make it into this wine color (rit dye).
