When my granddaughter came to visit, I asked her to bring a pair of jeans that still fit in the waist but were too short in the legs.  We both worked on this project.  We cut off the legs, sewed down the crotch, added a gusset for fullness and added the polka dot ruffle.  It was a fun project for both of us.
