Altering dress at neck and shoulders from too big to smaller.

Haven’t made clothes in many years. Made multi-sized pattern dress sized for large hips. Moved dart for smaller bust. Shoulders and neck are huge. I guess I should have used size for neck, shoulders and bust and just increased hip size. Is there any hope in altering it after the fact?     Altering a dress at the neck and shoulders.

    How much do you need to ease out of the neckline?  If it isn't too much, you may be able to increase the back seam, beginning somewhere as far away from the neckline as possible and tapering out at the neckline  - like a long dart.
