A few months ago I found a video on my computer which showed how to alter a pattern by tracing the shoulders and the neckline onto a paper taped to the wall and comparing it to a commercial pattern and then make adjustments. I cannot find that information. I think it was a video by either Louise Cutting or Judy Neukam. Does anyone know where I could find this?

You have the preliminaries down
I browsed for you and couldnt locate anything. But reading your post it sounds to me you already know how to do it. the wall just acts as a larger table top. all you have to do (guessing by school projects) is tape or tack the pattern pieces on top of each other and select the cutting line of your choice, but graduating the long edges. the alterations from clothing is the same,rather than the piece being paper its cloth and if you cut along the sewing line you would add more for a cutting line. Sorry I can't be more helpful. but I hope you kmow what I mean when I say the wall is to compromise for a larger table surface if you don't own a larger table surface
