I don't have a pattern . . . but, when I've needed to create something similar to an ascot, I do the following:
- Take a square of fabric (usually 24" square of silk)
- Lay it flat
- Pinch up some fabric in the center . . . enough to tie a small knot or wrap a band around it
- Flip it over
- Place the gathered area at the throat with opposite corners pointed down the chest
- Tie the other corners together behind the neck
- Fluff the gathered area into an ascot
