My daughter’s wedding dress has 4 skirt layers that are cut asymmetrically and we want to add a 1 inch pleat to 3 of the lower edges. I plan to cut 4 inch strips and fold them in half, then pleat the strips. Should the strips be cut on the bias because of the slant of the skirt edge at the side seams?? The fabric is satin so there is no ‘give’…hope I explained that right ! Pic attached. Thanks for any help !! Barbara

It doesn't appear that the layers are on the bias, but on a semi-bias which would mean that they are all cut with the same grainline. My first thought would be: will the pleats hang straight? It also looks as though the spaces between the (is it small pleats?) are not consistent in width.
It is really too difficult, without handling the dress, to see if the layers are in-one with the skirt or separately sewn on later. Maybe the whole skirt is cut in one and what we see as lines (folds?) are added later?
There are 4 separate layers all cut with the same grainline. Not all the pleats will hang straight as they will follow the curve of the hem. Sorry this is so confusing.

But wouldn't you want each pleat to hang straight? A good many of the pleats will be hanging open or partially open, an odd effect I am sure you won't want. It would be a good idea to play around with some extra fabric before deciding.
I agree with starzoe, cut a couple of lengths - one straight and one bias - and make the pleats and sees how they lay. It might be too heavy. Could pleated satin ribbon, possibly work?
