balloun skirt

Hi, it been a while since I spoke with all of you,been awfly busy.Does any of you ever made a balloun skirt? I heard that it is done with an elastic,how do you mesure that and how is it finished inside because I am making on for a three year old little girl and I would not want it to be unconfortable for the little darling. Please HELP???

    I made one a couple of months back using a commercial pattern. It was basically two skirts, the inner one being smaller than the outer. The upper edges of both skirts were attached to a bodice. The lower edge of the outer skirt joined the lower edge of the inner skirt on the underside about two inches or so above the finished bottom edge which created the balloon effect. I think it was a project runway pattern. As complicated as my explanation sounds It went together very easily. It didn't use any elastic although I have seen some patterns that do. It's a really cute dress. I like it so much that now that it's a little too short I put it over jeans and it's still cute.

    Edited to add: I should have mentioned that I made it in the smallest size for my almost two year old. It must have been a size 2 or 3.
