How do I make a fitted, plus top sheet for my full size bed? I want to make something mre luxurious than the ones i have now, which is quite frankly, crap.

You'll have fun trying to find wide enough fabric in something you like. But if you do , lay the fabric over the matress and pin it tight at the four corners. Cut off the excess, hem the edges and add stretched elastic to each corner for at least l5 to l8 inches out from each corner. I think it would be cheaper to buy some nice percale or egyptian cottons.
