Blouse placket Question

Hello all! I am currently working on a blouse with a very interesting vintage placket technique. Many of the vintage patterns refer to it as a “tab-front” detail (See photos below). However, I am unsure about both the pattern and the construction of this style of placket being that it is not a style widely found today (as well as the fact that the bottom edge of the placket hangs free of the garment, making it appear more like a tie (i.e.- it is not stitched down like a standard tab-front placket). If anyone has any insights as to the pattern and/or construction please feel free to share. Thank you!
