Brother Industrial Sewing Machine not picking up bobbin thread

I was in the middle of sewing through some webbing to repair a strap on a bag when we had a power cut. When the power came back on and I went back to my sewing, suddenly the bottom thread is not being caught by the needle. It will bring the thread up through the plate when I have re-inserted the bobbin but will not catch it for sewing.
I have done all the usual things – rethreaded the machine, changed the threads, replaced the needle (several times) and I still have this problem. Money is a bit tight at the moment and I don’t want to have to call out an expert but wondered if there was anything else I could try before throwing money at it?

Make sure the long groove on the front of the needle is facing the bobbin location. This groove helps guide the thread to the eye of the needle. Check your manual to be sure.
Then make sure the thread on the bobbin spool is feeding in the correct direction from the spool. Again, check your manual.
If possible, leave the cover off the bobbin area and watch as you hand turn the fly wheel to see if the race hook is catching the needle thread and pulling it a cross the bobbin case. This forms the stitch.
Turning the machne off, then back on reboots computerized machines. Not sure this would do anything for a mechanical, but may be worth trying.
