While I've never done it myself, I know that it is possible. As I was looking through a recent Nancy's Notions catalog, there are special stabilizers for use with fleece, so that your stitches don't sink into the fabric.

I have embroidered polar fleece by hand.. it is a no brainer

I have used a tear away in the hoop adhered my fleece with the spray temporary adhesive and used water soluble stabilizer film on top of the fleece - I found this worked well for me.
Yes you can do wonderful embroidery on polar fleece. Some things to remember when doing machine embroidery on this material. Just like when doing construction of garments in fleece the thinner areas of embroidery will "sink-in" so if you are working with an outline type of design the color of the thread is not as important as it will give the fleece a trapunto effect. For a design with more density you will need a topper like a melt away stabilizer. This will help hold down the fleece while the design stitches out without leaving gaps in the design. And most importantly is that you will have to use a sticky back stabilizer in the hoop and lay the fleece on top to avoid hoop burns. Hope this helps.
