I would like to know from a technical point of view why a zig-zag stitch is the preferred stitch over straight stitch for sewing garments from seersuckers/crinkled cotton.

Gee, I wish someone would answer this! The crinkled cotton I can see needing some give from a zigzag stitch, it stretches, but seersucker? I don't like seersucker so I never use it, does it stretch too?
