drafting pant patterns

Has anyone had success drafting pant patterns with a modern lower waistline.  I have tried just dropping the waistline but they do not seem to want to sit well at the lower waist.  Any ideas?????

    You need to make a faced waistband if it's down at the high hip.  Make a curved one peice facing and darts in the pants.  They need to be tight also.  It's the hips that hold the pants up, so the lower they go, the tighter they need to be in the hip.  They can still be comfortably loose in the thigh, but fit the hip real well. 

    One more thought, if you are making them tight through the thigh, you'll need to straighten out the back crotch curve by clipping the draft about 2-3 inches below the crotch and overlap and tape the thigh until it's the width you want.  Riding breeches for instance have a front crotch curve and the back is ruler straight.
