I’m busy sewing your typical girls dress with a chiffon skirt, seperate bodice, chiffon ruffle at the bottom of the sleeve and the bodice is lined in satin. The circumference of the armhole is very small. Would it be better to insert the sleeve using the flat method and then stitch up the side seams ?

The method you use to insert the sleeve will make no difference with the circumference of the armscye. Flat insertion is usually meant for something with either a knit or with a pattern that has a dropped sleeve. I would think your pattern has gathers in the head and is a set-in sleeve, not a dropped shoulder.
That is not to say that you cannot use the flat method; try it and see if it works and a I say above, it will not affect the shape of the armscye but would probably be a little more difficult to negotiate the curves.
So far, I've put in all my sleeves using the flat method. I love it, it's easy, and it works! The last dress I made for myself had chiffon unlined sleeves that were gathered at the shoulder and looked "set in" but I still used the flat method. But like the previous post said, it won't change the size or shape of the armscye--just allow it to fit on your machine! :)
