How to buy fabric and cut circle?

I want to recover a 36″ diameter patio table that is outside.

Please advise best fabric (vinyl?) and how much I need to buy. Also, easiest way to cut a 36″ diameter circle in fabric?

    I can't help you with the fabric, but here is an easy way to cut out circles. Cut a strip of stiff cardboard the length of the radius of your circle. In this case you will need a piece that is 18 inches plus a wee bit. Make a small hole at one end. This is where you will put the tip of your marking pencil. Measure exactly 18 inches from this hole and make a mark. This is where you will pin the strip of cardboard to the center of your fabric. Straighten out the fabric, pin the end of the strip to the center of the fabric by inserting a pin straight down thru the cardboard and fabric. It helps if you are using a cutting board. Now all you have to do is to put the tip of your pencil in the other hole and use this contraption like a compass to make a perfect circle 36" across.
