Hi, could you give me some ideas on how to achieve a hem like this – ideally I would like to line the jacket, but may be a bit difficult with the hem like this. Any hints, ideas and advice appreciated.

You could stitch a 1/4" from the edge and then turn by hand, or lay a strip of bias cut lightweight fabric over the right side of the bottom edge as a facing. Stitch from the wrong side, following the contour of the hem. Trim away the excess and fold the fabric to the wrong side of the garment.
Make two samples from like fabric to see which one will work best.

use a sharp knife maybe
this depends on what type of fabric it is, but I recall that muscle shirts used to be slashed randomly with a knife to give this type of edging on sweatshirt fabric. if it does work I doubt if you can sew up a hem. I am thinking about a type of finishing glue you'd use for embroidery and making fancy edges on tablecloths, I dont know that much about this item, the glue, but it could be something to consider to prevent fraying.
