Where can I purchase Kilt quality solid colored fabric. It needs to be selvedge-less so it doesn’t have to be hemmed for a solid colored kilt. I’m looking for either kelly green or hunter green fabric

Try "scotwebstore.com". They have fabric for Irish (solid coloured) kilts by the meter. They are quite expensive. The current Threads has other sites for tartans on the back page and you can try those as well. Traditional kilt width is 29 inches. They have both that width and then double that width available.
Threads had a superb article on kilt-making many, many years ago. It might turn up if you did an article search.
I have made three kilts but all in plaid tartan. I bought all my wool from http://www.tartantown.com. They seemed to have the best prices I could find; $80/yd Canadian = $65/yd US for 60" wide fabric and offer great service. That website will lead you to http://www.lochcarron.com to search for tartans. If you click on 'Fabrics & Knitwear', then 'authentic tartans', then 'Reiver Tartan List' you will find solid colours including three different greens.
