Hi NGW,
Your lining shouldn't have pleats the same size as the skirt.
If your pleats are sewn down from the waist and released at or below the hipline, you can copy the released point to waist shape without the bulk of the pleats, making darts for fitting; basically a fitted slip. From the released point down to the hem you'll need to gauge how full the skirt becomes and add flare to the lining.
If your pleats are released at the waist you can do the same as above or add a lining with smaller depth pleats so you don't get the bulkiness at the waist. In either case you'll need the flare at the hemline for walking ease.
