Lining up a curved pattern

I’m trying to create a new pattern based on an old one I have. At the top of a skirt, there is a sewn on border like a belt. I want to add another two color layer on top of it with some padding in between to make it puff out and allow me to make patterns on the top layer.

The picture is a rough drawing of the three pieces and how they would go together. The top sketch is the old pattern for the belt. It is 3 inches wide. The second sketch is two pieces I want to sew together to be the same size as the top sketch where the bottom part is one color and the top is another part. I cut the two pieces exactly like the old pattern adding 1/4″ on the bottom of the top part (2 1/4″) and 1/4″ on the top of the bottom part (1 1/4″) for the seam. When I sew the two pieces together, the bottom (thinner) part ends up so much longer than the top part (almost 2″) and when I try to sew the whole new piece to the old piece, it is misaligned and can’t be sewn properly. What am I doing wrong? Thanks in advance.

    You may not be adding enough to account for the puffy effect.

      Thanks for replying! I'm still trying to get it to line up flat one pattern on top of another without any effects yet. I'm wondering if I need to add more than the 1/4" seam width, or if I need to make slices at the seam to have it curve properly. I don't understand why sewing the thinner strip to the wider strip causes so much distortion.
