I want to do some shirring with elastic thread in the bobbin of my machine and I understand one must wind the bobbin by hand, but I don’t know how tightly to wind the thread around the bobbin. Is it wound tightly or loosely or with a little tension on it or what? Any other tips on this technique will also be appreciated.

It should be just a little stretched.
Don't thread through collar of the bobbin which you would normally pass the thread through.
Needle thread tension should be lower than normal.
I am sure others will have a lot more to tell.
