I asked a lady to cut out some clothes for me. She bought some patterns and charged me to cut each and She explained that I pay her 580.00 for all five patterns because there was five sizes each. Is his right? This is just for cutting five patterns. Not for 25 seperate ones.

Cost is something you agree to before the fabric is cut, or any items purchased (patterns, fabrics, notions).
Who chose and purchased the fabrics and supplies? Who chose the patterns? How much did each pattern cost each?
She would have only needed to cut one size, or one view if there is more than one choice, of each pattern.
Based on the subject name "New Line Costs," you're working on a commercial venture, rather than working with a dressmaker to make five garments for you from commercial patterns. Everything I'm saying below is based on that...
If you're looking to sell five different styles in five different sizes each, that is 25 separate patterns. You need the sort of advice/information you'll find in Kathleen Fasanella's book "The Entrepreneur's Guide to Sewn Product Manufacturing," and on her website, "Fashion-Incubator." (For example, take a look at this entry.) If you buy a new copy of her book (either directly from her or from someone else) you'll also get access to her forum for designer-entrepreneurs.
