I need some help in altering a pattern for pair of men’s shorts for someone who wears them with the waist tilted down in front. If I lower the waist in the front by pivoting the pattern, how do I compensate for the increased waist length? Also, how should I transfer (lower) the front waist tucks or pleats (with the lowered waistline they will no longer be perpendicular to the waistband). TIA

This sounds like an excellent opportunity for making a mock up. I like to use a large check gingham because I can easily see when I have things hanging straight. Cut them out according to the pattern and try them on. You should be able to pinch out whatever you need at the waist line and along the pleats to get them hanging and fitting the way you want them. You can draw right on the fabric with a permanent marking pen and then use this as the pattern.
I agree with suesew and I would add an elastic band around the preferred waist .and the pull up the fabric above the band so that you get the right things happening below the elastic and then trim off the excess leaving a seam allownce and remembering the width of the waist band needs to be taken into consideration. The pleats can just be pinned so that they are perpendicular to the waist band .
try useing an old sheet that way you have a lot of room to work with
