I seem to recall an article in (I think--not sure, though) Sew News a few years ago about sewing garments for those who are wheelchair-bound. Does it ring a bell for anyone else?
Kim, I understand one can access the index at the magazine's website. You might want to try that (Sew News and Threads now share a website, correct? Or is my memory playing tricks today?).
Yes, there have been articles written on this subject but none recently and the Sew News online article archives probably don't go back that far. You might check used book stores or Internet book sites for "Design Without Limits", an out-of-print book published under two different publishers (one of which was Simplicity). No patterns, but it will point you in a direction as far as making adjustments.
I'm sure your Mom will appreciate your efforts. I've done this sort of thing for clients and although it requires extra time and patience for trial-and-error, it is very rewarding when you finally get it right. Another option would be to purchase some special needs ready-to-wear (don't have any company names, but I know they exist) and make your own patterns.
Elona, about the websites: no, they are not the same, although I think the forums may be run by the same underlying server. I know when I registered with one, I found myself already registered at the other. What you might be thinking of is that Primedia, the company that owns Sew News, recently bought the about.com website and about.com's sewing topic is now SN's official website.

Stephanie...thank you for clearing up my confusion with Sew News and about.com! I had been to the other Sew News site a few months ago and then went back to find it and kept running into about.com. Thought I was losing it! I liked the other one better, at least as far as looking at the goofy pictures of the editorial folks! Thanks again, Dorothy
perhaps you could try checking with the march of dimes, they have some stores with special clothing etc and may be able to help you with patterns etc.
good luck
Jeanette
