Ripple Free Double Fold Bias Binding video

I just finished watching the” ripple free double fold bias binding” video and have two probably obvious (but not to me) questions:

1. The video shows Louise Cutting holding her measuring tape at right angle 3/8″ around the neck circumference to measure for bias binding so it is 1:1 (circumference measurement  = bias tape measurement).  Do you simply eye 3/8″?  Or mark that? 

2. If the circumference measures 15″, then I assume you cut 16″ bias tape and seam the ends 1/2″. What does  Louiuse Cutting mean by “I cut my bias binding 8 x fullness”?
