A roller foot should help. Actually, I think I saw that one of the brands of machines have come out with a velvet foot but I don't remember which one. I have several machines but I use my Pfaff with the dual feed on velvets and fleece etc. and have no problems. Years ago I did use a roller foot on my older machine for problem fabric.
With any velvet the nap will fight itself. One tip is to stop every few inches with the needle down, and lift the presser foot to relieve the tension between the layers. Slow going I know, but better than needing to take the whole seam out because of puckers!

I use an even feed foot and double basting. Baste once then again to fill in the spaces. or tailor baste.

I sew stretch velvet with my serger and stretch it a bit as I sew it through. So far, I haven't had any problems.
