Sewing with lace

I want to make a blouse made from lace. I have not worked with this fabric before. Any tips underlining? Lining? Is preshrinking necessary? My fabric was quite expensive and I need to cut it soon!

    I have found a piece of eyelet lace: cream colored emboirdery on a navy batiste. 5 yds, 35" wide. 1" flower design, with large holes. (I am concerned with it's loose structure.) I am thinking of making a light weight jacket/ cover. I am looking for sewing tips and pattern ideas. (Like Vogue 2431, but maybe less formal, looser in style) and thought I would use a custom navy polished cotton bias binding for facing neck, front and hems. I have extra of the polished cotton to make matching shell. I have found "seams great" in black for finishing inside seams. Any tips?
