hi everyone- I,m trying to make a dress that the hem line is shorter in the front and longer in the back-my problem is that the bottom of the fabric is scalloped, and is too narrow to cut off and sew back on, so I can’t hem it as I normally would. There must be some way to achieve this but I’m drawing a blank-please help

What kind of fabric is this? Does it really need a hem? You can always use silk organza as a facing.
Just to make sure I understand... You want to make an asymmetrical hem with edged cloth (lace perhaps?) and want to keep the edge as is?
Oh what help a picture would be!!
If you change the layout so that the hem edge of your pattern follows the edge of your 'lace' you will drastically change the grain line orientation! usually not a good thing to do, but sometimes you can get away with it, but it depends on so many things I would hesitate to say 'do it' with out a lot more info on your dress!!

All hems are curved, not straight, and one that dips in the back is even more distinctively curved. It sounds as if you're trying to get a straight fabric edge to fall into a curve, which it can't do.
If you can't post a photo, maybe you could post the pattern number so that we could see the design you're making and have a better idea whether a scalloped-edged fabric could work on the hem.
