hi does any one know how to make a handerchief skirt with out using a pattern?

do you mean one which has an uneven hem?
yup
Well i think you need to decide what other properties your skirt should have .For instance is it to be straight a line do you want the fluttery bits to be godets etc.

My daughter made a couple of skirts with the following technique:
Hem 3 squares of fabric. Sew squares together along straight edges so the 3 corners meet at the top point of sort of a cone shape. Cut that center away for waist. Apply waistband and zipper. I think she put the zipper in one of the straight seams. The skirt hangs on the bias with the 2 longer corners of the hem on each side and 1 longer corner in the back. The skirts were quite attractive.
Also, I imagine you could use 4 squares with the waist cut from the center, or if you are making a short skirt (or have a very wide piece of fabric) you could cut the waist from just 1 big square.
I've made handkerchief skirts from square scarves in the method that Tess describes, but you could also just take a regular skirt pattern and add squares of gift wrap tissue paper to the hem where you want the points to fall. The beauty of handkerchief hemlines is that you don't have to worry about getting anything straight, as it's more beautiful the more irregular it is!
