Tilted Waistline

I have struggled with lowering my waistline on dresses. There is a three inch difference between my back waist length and my front. How would you lower the front so that the pattern waist line and my
back would be equal.
My other question: If a garment is one piece, such as a jacket, top, one piece dress, should you lower the front waistline to address the tilted waistline?

    I have the same issue, so am interested in any responses. What seems to be required is holding up the front of the skirt until the side seams hang straight, then marking where my waist actually is. Is this the best method?
