Tolerable Elastic

I am desperate to find an elastic (mainly for waistbands) that has no rubber and a low
(preferably below 10%) lycra content.
Threading a pullcord through waist band doesn’t do the trick.
I’ll be eternally grateful to anyone who can help.

    I have a pkg of "stretchrite" non-latex elastic that has content 44% poly, 19% spandex (I guess that is Lycra and is too much) and 37% nylon.  (I think I got it at Wal-Mart. ) I am wondering if 10% lycra would give you enough stretch to work as elastic?

     My grandson can't tolerate certain things on his skin, but if the elastic is inside the casing completely it seems to be OK for him.
