Too many seams

I am making a top that features an empire waist (no front seam-this shape: ^) with a low V-neckline that has a neckband at the edge (the V is not sewn together).  The pattern is very vague as to how to join these seams together, and I’m stumped.  Any suggestions?

    Does the V go all the way down to the top of the ^? I would certainly start with stay stitching the top of the ^. And there must be some lining, right? Which pattern is it?

      It's NewLook 6627 view D except I left off the tie ends.  The only way I've been able to figure it out is to chevron the ends of the neck band, but that isn't the way it's supposed to be.  I can't find the answer to this in any of my sewing books, but I thought maybe someone would have conquered this problem.  Thanks
