Too much fabric in the shoulders

I just finished making the Sandra B. Vogue pattern short sleeve blouse.  The fit I thought was OK until I tried it on with the buttons on.  I have about 1″ of fabric from the center of the shoulder in the front too much.  It kind of forms a bit of a pleat going vertically down the front and stops at the bust.  What did I do wrong?  I measured the high bust and cut from that size.  The sleeves fit fine.  Should I have gone even smaller in the high bust measurement?

Any thoughts?   The back fits fine.

    If you have Sandra's book Fast Fit look at the chapter on Narrow Upper Chest.  This may help.  She says we narrow in the upper chest as we age and that regular bust measurement may be better than high measurement if we are narrow.  Then she goes on to tell how to adjust the pattern.  I sympthasize as I have been dealing with a jacket issue; hence, my recent reading.  meme

    well agree with Meme you may need to take some out of the shoulder seam with a dart running down toward you bust point . Dont be too upset really work on this one and then use it as your muslin and do nother perfect version. I used to rush at my fashion fabric but much fitting pain has caused me to hasten slowley and alwys do a muslin of a new pattern.
