If you're referring to 'ribbing' you can get that at fabric stores that handle knits.....at least most carry a few basic colors. I've also seen rtw blouses with a band on the bottom made from the blouse fabric with elastic inside.........use sport elastic and stitch two or three rows for a finished look and to keep the elastic from rolling.
