What kind of ball gown? do you have a design picked out? It would help to know more.
*Jo, you can really make a ball gown out of just about any fabric. One of my all-time favorite prom dresses (and a very formal one) was made of pure white cotton pique, in one of those Vogue designer patterns with tons of pattern pieces, a false layered waistline, many deep pleats in the skirt, and a large flat bow at the back waist; very intricate. It was just a gorgeous dress. So it really depends on what you want. If you want it to be inexpensive, maybe you should go shopping for fabric and see what bolt of fabric you can find at a good price, and then plan the dress around the fabric?
*There is always a fitted bodice whith yards and yards of tulle for a skirt - not much comes cheaper than tulle -
