I made this costume for a production at my sons school – it was a base ball gown with a ragged tulle skirt, bustier feather covered bodice and satin bolero jacket. Getting the feathers to stay up at the neck took some engineering. I basically made a quiver type construction (archery arrow case). The collar had 2 layers of buckram sewn into individual channels.
