I am looking for a pattern for a girls (sz. 7) oriental dress with a mandarin collar. Does anyone have a suggestion?

Burda has a cute one, multi-sized at that. The only hitch is that it's in their costume line, so your local Joann's won't have it. However, you might be able to special order it.

You could go to the Folkwear pattern website http://www.earthguild.com/products/folkwear/folkwear.htm . The nearest that I bought from there that has Nehru/mandarin collars is Folkwear- Jewels of India (ptF 135). You may need to modify it to your taste.

actually, the chinese jacket at the folkwear site is very close to the japanese dress too, with the wrap-over side curved closure.
short cap sleeves, lengthening and a little tailoring needed.
