I'd try Burda patterns and Neue Mode patterns. Burda is carried by most Joann's fabric and junk stores. Both pattern companies are German, but available here in the US. You can view the patterns at http://www.patternshowcase, and possibly at http://www.thesewingplace.com
I know have seen this type of jacket in Burda catalogues in the past.

Brandon, here's a possibility:
Burda World of Fashion 10/99 has patterns for genuine-looking duffle coats (I knew I'd seen them somewhere). There are two versions for women and one for men. The men's is shown with velcro tabs rather than toggles, but that should be easy to change. The women's is shown with back yoke and buckles, and since it's a big coat, I suspect that the pattern is potentially unisex.
Now, as to finding back issues of this mag, here are some sources:
