I used the basic pant pattern from
Textile Studio Patterns (Loes Hinse)
to make a pair of pants from a light
knit material. The problem I have is that
it looks like the seams have been “tightened”
or pulled up a bit, so that the fabric hangs
in little “smiles”, loose u-shaped folds
down the front and back of the lower legs.
I think I tried to make sure the seams were
not pulled together as I sewed the pants
together. Has anyone sewed this pattern
and had a similar problem or could give
me a tip about how I could possibly alter
the pattern and where this comes from?

Sounds like the problem may have been the fabric being very drapey and stretching out, probably not the fault of the pattern. Another possibility is that the thread in your seams shrunk, although this is unlikely unless you used a vintage unmercerized thread.
I find it helpful to run test samples of thread, needle, interfacing and fabric combinations before working on the actual garment. This takes time, but is well-worth the effort in the long run.
If your fabric is drapey or stretchy, it may also help to hold your fabric taut while you sew the seam, even to stretch it slightly.
*You could also try sewing those long seams with a very narrow zigzag; that would allow the seams to stretch a bit along with the fabric.
