I am new to this forum, but I have been collecting Threads for years. I teach a sewing class to 4-6 graders, and have been considering having them make the shrug that was in a Threads magazine a few years ago, and has been recently resurrected in Sew Stylish. I want them to purchase their own fabric, and was thinking that it could work without the stretch factor, if it was loose enough. I haven’t made it up yet, but do any of you have thoughts about this?

Good for you, and how patient you must be! The shrug is a good idea for these little beginners as it is something they will want to wear and show (off) to others.
They are probably motionless, so I would stick with fabric that has 25% stretch in the width of fabric as the pattern suggest (Sew Stylish/Spring 2007, pages 100-101). The layout is cut on the straight of grain which would not allow enough stretch if the fabric were woven.
If the girls shop on their own they can ask a clerk for assistance in finding fabric with the 25% stretch factor. Just in case that helpful clerk is not available, I would show them how the formula works: 4"stretches to 5".

I made one from a light weight fleece and really like it. This fleece had sort of a ribbed look. Fleece has some stretch crosswise and is easy to sew.
