border prints & eyelet fabric

I am looking for a top pattern for border prints and eyelet fabric with a scalloped edge.I am thinking of hacking a woven top pattern by cutting off slightly above waist level and adding a deep ruffle. How deep should I make the ruffle? Should I cut the ruffle 1 1/2 the length of the bottom of the top?

      Maybe. McCall's 7542. I would either want shorter tulip sleeves or just aplain elbow length sleeve
