I would like to alter a jewel neckline on a shell pattern. Its a little lower around the neck than I want, but I’m not sure how to alter my pattern. I suppose this involves altering the front and back as well as shoulder seams???? I think a quarter to half inch would make a difference in this “mature” neck. Can I get some guidance please?

It only involves altering the back and shoulders if you want the neckline smaller all the way around. If you only want to raise the front 1/4" to 1/2", just do so at centre front, drawing at a right angle for at least 1/4" before curving the neckline back into the original. Just draw a pleasing curve. If you want to make the entire neck "hole" smaller, just be very careful how much you do so. A small amount can have an unanticipated result :-( and may feel as if it is choking you. Remember that you have to do the same alteration to any facings so that they fit.
Okay--thanks for the info. I do want to decrease the entire neck "hole" so I've made the adjustments on the pattern. I saw the problem with my muslin and instead of sewing another muslin, I guess I can just cut a portion of the top and sew it up with alterations, yes?? I dont want to cut my fashion fabric until I get it right.
Learning as I go...
Exactly right ;-)
