I would like information on what steam iron is the best for generating lots of steam and being able to be set at low temperatures without spending more than $400. Preferably MUCH less.

You can get a very good gravity feed iron for a lot less than $400.00. search on google for one, you won't have any problems with it spitting, it gives steam only when you want it and then plenty of it, the tank (suspended form the ceiling) usually holds about 1 gallon of water, so less re-fills. It will come with a silicone face plate, so it wont' scorch any fabrics. They are heavy (about 4 lb) - I like this, the only down side (which isn't necessarily a down side) is that they are rather imobile as the water tank does need to hang from the ceiling, so you can't really move your ironing board. I've had mine for several years and love it, Mine is a Silver Star, but there are many brands, I do recommend you get one with a cork handle. I think I ordered mine from Atlas Levy but Southstar supply has them as does Banasch, and many other places. You wont' be sorry to get one.
What ever you do, don't waste your money on a Rowenta. They just are not worth it.
