Zaida - that's easy: the waist only has to be large enough to allow you to pull the garment over your hips! Now, the amount of ease you want around the hips is another matter altogether.

*Zaida, that depends on the style of the skirt, the fabric it is made from, and your personal preferences. For a tapered straight skirt, for instance, may want as little as 2" for a lycra knit with a very close fit in mind, or as much as 4" in a woven with a looser fit. If it is a fuller skirt, such as A-line or gathered, that gets wider from the waist to the hips - and you have already made the waistline large enough to go over your hips - it is unlikely that the hip ease is anything you will have to worry about.
