How to prevent back neckline from hanging down when the front is a cowlneck

Dear Threads,
As a recent Insider I am an avid reader of your articles, past and present. My question: I made a sheath dress with a front cowlneck in a viscose knit. The cowl is self facing and I have sewn some weight to keep it stay down. The back has a facing sewn to the side seams. I prefer a higher back neck edge i.e. closer to the jewel neckline but whatever I try to raise the back neck, the cowl in the front is pulled up towards the neck and the back neck edge hangs down. I tried in the back neck seam interfacing, band, elastic, nothing helps. 
Is there a solution or is the cowl construction that causes the problem?
