I am making Vogue pattern 7669 to wear to my daughter’s wedding in July. I want short sleeves, but the pattern has long sleeves and no sleeves. How do I adjust the pattern for short sleeves? It seems too easy just to cut the sleeve pattern off a few inches from the shoulder.

Well, I would do it in a muslin first, but all you'd really have to do is cut the sleeve where you want it to be (making sure it is still "straight" and don't forget to take hell allowances into account!). But your best bet is to actually mock it up in scrap fabric so you sre sure of what you're getting before you do it for real.
